It happens all the time for various reasons. The most common of which is Steam losing the licensing rights. But if a game, or the Steam client itself can't run on a given OS (such as Windows 7), then that's it, no more access. Steam just took down a big one the other day, but I cannot find the article about it... but here is their current list of future drops:
Games at Risk of Removal. It is part of their "EUA"... I believe the correct term is "designed obsolescence"...
