For your "Properties" there Paul, click that "Disable full-screen optimizations" to a "
BOX CHECKED". Then try to run the game. If it still does not start, leave it checked still but click on that "Change high DPI settings" button, and make certain the next page has the bottom section "High DPI Scaling Override" set to "Override high DPI scaling behavior" with a "
BOX CHECKED", and the following "Scaling performed by:" drop-down set to "
