i may be wrong, but the stark-raving-mad guy is in Berlin, or Berchtesgaden, or wherever your nearest stark-raving-mad outlet is.

seriously, the messages are stored in a file and delivered when the game timer matches the delivery time in that file. if you search the Mods forum here, you may find a find for that. "May" being the operant word.
