you can manually deflect the rudders in SH4.
go to the Nav Map. on the HUD there is a dial for direction. below the dial there is a small graphic of horizontals. click on the horizontals and the dial changes from direction to to rudder deflection. the horizontals are a toggle to switch between true direction and rudder deflection.
i assume that you can take it from here.
