As the Akula, you need to complete 3 goals.

- Land the Special Forces
- Visually ID (i.e. periscope) the Patrol Craft
- Prevent Exit From Harbor

The last one seems to be what you're stuck on, and all you really have to do is "Attack" (not Kill) just ONE of the "heavy hitters" in the Harbor. This includes any of the Slava or Sovremennyy class ships that are trying to exit. Hit any of those guys, and you'll have mission success.

The Akula mission is definitely the toughest one in that first campaign scenario.
