The answer is, I channeled my old DOS days and ran cmd.

Then I typed in:

cd \
dir silent*.* /s

and I found it at C:\Program Files (x86)\Steam\steamapps\common

Then I copied the Silent Hunter 3 directory to c:\
And ran the fix on the copied directory
then I installed GWX with no issues.
