Fantastic enthusiasm. I think a lot of people would enjoy trying such a mod. In my current career I'm making my way back to France from Penang, having gone there specifically to try hunting in NZ waters, which were definitely quite barren. I almost never came under air attack, and I never heard rumor of a task force.
One important thing I'd like to warn you about is that, as a fellow amateur campaign modder, I've had repeated issues with creating or modifying naval bases on the LND layer. Doing so sometimes gives me the dreaded "vertical gauges" bug, which only manifests upon loading a saved game, so I'd urge you to playtest any change you make to that layer by starting a new career, leaving port, saving, restarting the game and reloading.
Tigerzhunters has recently and skillfully ported IJN Takao from Belorussian Ship-Themed Lootbox Casino World of Warships, and I daresay that some of the RN battleships could be used as stand-ins for IJN ships. What this setting would really benefit from is more American aircraft and cruisers, IMO.
