If I'm not mistaken the Prime Minister in 1995 was John Major who is a Tory. So it would appear your statement above is incorrect. Don't get me wrong here, I think both Party's are crap when it comes to dealing with crime.

Actually, I beleive this is a drop due to the way the British report crime now. I forget which year, but there were some changes made in the reporting of crime in England near the turn of the century. We just studied it in my Criminal Law class and England was the test subject. I think even the US's FBI refuses to report English crime statistics now because they are so off, but they will report up to like 1999 or so.
