Isn't the CCP gearing up for another (normal) party congress, or whatever they call it? That actually makes the timing for this rumor look poor.
Maybe some in-fighting and jostling in the lower ranks of the party?
Agreed, this is probably anti-Xi propaganda. I used to check out some of the "viral" Indian "news" feeds and it became a waste of time.
