Totally bad judgement on his part as the target was retreating and he did not acount for any possible collateral results of a rushed shot at a moving target.

Didn't the subsequent investigations into the incident find that the Feds Rules of Engagement in that instance were unconstitutional? and because of that manslaughter charges were pursued? wasn't it also the reason the Feds settled the lawsuits?
