Part of the reason for the large losses was the ridiculous idea of "Yes, you have no chance but you're still tying up resources that could be used elsewhere" mentality of Doenitz and the German command.
Add in Doenitz's desire to kiss Hitler's butt at the cost of u-boat crews and you have casualty numbers higher than they needed to be/should have been.
