That behavior is in the physics engine, so other than changing the physical parameters of the objects in the database, there is no way to change these effects.
So, this effect has always been in the game (well, at least has always been in DW 1.03).
You should be aware that it's generally considered that the current and wind models aren't particularly well implimented, so most mission designers don't use the current features.
