Not a bad buy for the Greeks, I do think they should go for the 4th Frigate as it would give them an option of 2 on station in 60% of their life spans time frame.
Rafale is a good plane too but also think the order maybe a little light if their goal is to reequip the Hellenic air force, in fact id say they would be better off replacing both the F16s they have and the Mirage jets and just use the rafale.
This would cut down on maintenance, and amount of spares needed to keep the serviceable, it would also help with pilots and ground staff being commonly trained so reduces costs in that area as well.
Another thing they could do as well is get rid of the F4s all this together would ultimately cut costs but also give the Greeks a more rounded air force with the requirement of utilizing a shorter and more common single source supply chain.
