You are using the H.sie patch, a good thing. But assuming you have it's torpedo failure fix activated you must do the following to insure the best chance of your torpedo hitting.
- multiply the wind speed by 4 to get the minimum depth to set your torpedoes.
I.e., say the wind is 9 m/s. 9 x 4 = 3.6. Your torpedoes must be set deeper than 3.6 to have a chance to work correctly. Don't go crazy though; i.e., in this example around 4 would be good.
If you set the depth less than this result, say 3 in this example, there is little chance of your torpedo keeping it's depth correct.

However, even if you set the depth correct there is still a (much smaller) chance your torpedo won't work correct for various reasons, and as I said, the rubber ducky bouncing of SH3 ships can cause misses too.
In terms of pistols, the impact is more reliable at any stage as was the case historically.
