I have petty officers in both the radio and sound operators posts and they both have radio qualifications. The green bar only moves about halfway across the meter.  Every other department is now at maximum efficiency. If they do not improve on the next patrol I will transfer the two blighters!  |
promote them to higher ranks, if they are just normal petty officers you won't get more than half of the bar even with qualifications.
