It's not a bug... you just have to quit opening "Windows" when you are in a submarine... small play on words there, but seriously, you cannot shell out to Windows while playing the game. If it happens, Save the game with a new name, exit the game, then start the game again and Load that Save. You should be good to go now... maybe.
