From a realistic standpoint, no big rush here. The type VII could carry 14 'eels' and the Type IX could carry 12 internally with 10 more externally....however early on those external (steam only eels because torpedo batteries need constant servicing) were reduced to only a few as damage from depth charging and the hazards of reloading at sea(2-3 hours-long unable to dive!!??) This isn't the best quality, but here:
rendered the concept impractical. The IX's were ordered out of the primary Battle of Atlantic theater to safer areas. 'Money (DeutchMarks) is the sinews of war' and the cost of IX's unable to function with their intended 33% increased eel-firepower is a violation of that principle both tactically and strategically.
