The NK's wouldn't do it, though I could see them preparing to conventionally attack S. Korea.
A strong border force and painful sactions, including stopping NK's armament shipments abroad are what's needed.
Eventually, NK could fizzle out the same way East Germany and the Soviet Union did.

It's simply one massive suicide bombing to them, with all the Muslim victims in Israel and afterwards in Iran getting their 72 virgins in their post-nuclear afterlife.
