Read the article again then, especially the last paragraph.

I agree, there should nto need to be brothels at all, but they shoulkd not be not there because state simply bans them, but because society and culture would be such - its people, that is - that the need to have them is not there.
A "moral" society would not have them, one would guess. That they are being had maybe means society is not as moral as some members of it claims. Or sexual liberality is not agreed to be necessarily immoral, as many religions claim.
Also, society's norms and cultural rules on what is moral and what not, may be different in different places.
If state simply forbids something without the crime argument being true, as the essay describes for the given examples, then this prohibition is not right in itself, but only means that some people, want to have and claim the right and power to order others what they are allowed to do and what not.
And that - libertarian freedoms versus pesky state authority commanding people around t enforce their subjugation under state authority - is what the essay is really about.
