maybe try and turn off the setting in messenger itself that control auto start with windows logon and the 'connect automatically to internet' settings - tools\options\general - see if that has eny effect?
also check to see if you 'program files' dir is set to 'read only' in the folder properties/attributes - uncheck and apply to 'all folders & subfolders' - I had a problem with winamp not keeping its skin settings (following an OS reinstall) and unchecking 'read only' seemed to solve this.
I guess if that fails threaten your PC with a large fire-axe if it refuses to co-operate
