Just got it figured out. The fixes are contained in "F:\SH3 Commander\U-boat" folder (that was not plainly stated). You must make sure SH3 Commander is installed
before you install the ARB WideGUI upgrade.
I have no idea why this simple fix requires SH3 Commander...but I use it anyway so.....
