In my experience it does, if you do it often and repeatedly. The first time I got homing torpedoes I wanted to try them out (who wouldn't!). So I got myself in front of a convoy, watched the escort steam pass me then started banging the depth sounder, a few tried, the escort went to full speed turned in my direction and came charging in, only to get my homing torpedo right in the face

So it does work imo, but you must do it repeatedly and quickly, a single check however probably won't get anyone interested in you.
