Somewhere around here is a mod which gives you all subs in all Flotillas.
You can do it yourself by editing just a few SH3 files - Flotilla.cfg and Basic.cfg. You can also extend it by adjusting or removing the required renown required for each sub. In this regard these two files work together and give you a lot of options.
There's no magic editor though and I wouldn't recommend changing the sub in your careers folder as you may create problems with conflicting detail (ie simply changing the career file to give yourself an XXI in 1939 will NOT give you the XXI you were expecting).
