I can't see any reason the crew wouldn't blow it if a dive was interrupted, plus although I don't know where this cell was I imagine it would be toward the bow and not the stern.

Just thought it strange there's an additional crash dive cell and the game has this strange effect when a crash dive is stopped.
Initially it would have been simply an unforseen bug that was prior to release missed, not addressed because of time or something that was seen and is the reason that the Humming Bird attribute is there.
