Could be you're attempting to edit it after starting off on a career...
I did the editing to that exact file I mentioned... BEFORE even starting the game, after I did the install & modding of it... am guessing if you try to after starting a career, could be the cause of the editing to NOT take hold & is only being accepted by the save document one... again, just a guess here... I could well be wrong about it.
