I have seen the TC 'stutters' in FOTRSU, TMOwtw also.

I usually only run TC up to 1024 in zones, or 1536 in transit. Suddenly drops to 8. I check for ANY contacts anywhere: nothing. Then go back to playing the game.

Doesn't seem to be ship, base, or zone related.
