Check TWoS' documentation. The (many) mods merged by Vecko in his super-mod should be clearly stated there. Most of them have been tweaked to work well together, so installing one of those mods on top of TWoS might be worthless at best, or even counter-productive

Before TWoS was released FX Update was a 'must' mod, so I believe it has been included in the megamod.

In the years many DBSM sound mods have been released. I think that one of the most complete ones was
Stormy`s DBSM collection and I also believe that some of its features are in TWoS already. Anyway I have just downloaded (from
this link) The DB Speech Mod that you want to use, and it doesn't seem to contain any sh.sdl, but only sound files.
Replacing TWoS/stock sound files should be safe. At worst the new files won't be used in game or they will cause some minor audio glitch, but they won't cause your game to break apart and your career to be irremediably compromised
