Perso, i like to keep same weather for around 2/3 days, and playing GWX with HSIe patch (weather fix UNTICKED) + Hsie Supplement for 16b1 + Stiebler add-on + Stiebler Env SIM Act 10 gives me quite accurate weather changes.
Again no more than X1024 TC
