Any particular location where this happend? (date/ location/campaign mod please) It's normal for convoys to come to a halt and disappear at the end of their journey some distance from the port destination.
[edit] I just realized that I don't have the NYGM mod, so can't help in specific answers about ending of particular convoy routes.
