Some middle Eastern countries can be very backwards. However, certain countries like Iran and Saudi Arabia, if certain conditions are met, will cut off the hands and / or fingers of the thieves. Iran has built machines to amputate the fingers of thieves or adulterers. Saudia Arabia will just cut off your hand. I don't think either of these countries have " sticky finger syndrome" problems.
I think in some cases, this might be a good thing to institute.
