Make your visit between Oct 4th and the 15th and you will find a Revenge Class BB there as well. I have started careers in Oct (using SH3 Commander) specifically so I can run to Scapa and get the double bag. I tried not to memorize the spoilers but that one stck with me and it is too hard to pass up 2 Capitol ships to start a career
