I doubt that Iraqi citizens and even many of the local insurgents view Abu Musab al-Zarqawi as a martyr. To them he was probably more of a pain in the arse.
Importantly it offers much needed credibility to the new Iraqi Government with the Iraqi people. The Governement needs wins like this to present to the populace as evidence of progress. The Iraqi people however now need further tangible progress on the crucial issues of security, basic services such as electricity and water, and employment.
