I noticed that some turm emblems have a transparent grayish layer around them. It can be seen in the picture you posted about the emblems and flag glowing in the dark.

Yes , the emblems are in works to be re-done
You just have to wait...they are so many!

Yes the oil burning is a known bug in SH4...not all the ships have oil nevertheless.
Even if i’m Not sure it can be solved, i’ll see what could be done in a future update
