Welcome aboard, but with your problem i'm not such a big help. I am still sailing the eastcoast of england to find some ships to sink and the trawler i sank didn't fill up my mission bar that much....
The problems i heard about the tonnage bar of the mission was not accepted missions in the harbour or sailing out of range. I suppose you checked this cause you already filled the bar...
