Why replace d3d9?..please first of all unistall,delete folder SH3 in "documents",check in "steamapp/common" folder, if "silent hunter" folder remains (it's possible)...delete this too.
Before to reinstall..
Which your antivirus?... have you tried to install excluding the antivirus?
You have directX9 installed?
