How do I make it show?
Runing latest TWoS with Real Nav enabled.
With Real Nav, you can't see target position on map unless you plot it yourself. It's part of the challenge.

Fortunately, there are other nethods to measure speed. My favourite is to identify the target, get its length from recognition handbook, then position the periscope so that the targets bow aligns with vertical line of your crosshair and start the stopwatch. When target stern passes through the crosshair line, stop the stopwatch and then divide target length by measured time and multiply result by 1.944 to get target speed in knots.

It works because regardless of range and aob the speed can be always calculated from the time it takes the ship to sail its own length.
