To figure what "Sea State" the game is in, use the keyboard "X" key to give you a Weather Report. The important item is Wind Speed. The game has 4 different Sea State's which correspond with the Wind Speed:

zero = Calm Sea's
5 = Slight to Moderate
10 = Rough to High
15 = Very Rough to Gale

The game moves between these basic Sea State's on set intervals. Knowing what the Wind Speed is can then be used to test a ship using the same Wind Speed for comparison.
