You should really only change game play settings when you are in the bunker, however!
If you want to change these in mid patrol then you need to amend some files.

This tutorial is for how to change your "Renown" so you will use "GamePlaySettings" instead and this will show you how to do it.
The cfg files you need to change are in each position.
When you next load your game session you will see that whatever changes you have made are now in use.
