I'm using the 16 km (Dark) version, and I've had lookouts call out sightings at what a look through the UZO proved to be 17 km. All I could actually see was the smoke column, which made me quite happy.
At night I once had a lookout call a ship at "Long Range!". Turned out it was just over 4000 meters. I don't remember if it was overcast or not.
