I guess that depends on which side of the argument you are on. Obviously Trump needs to get things done. And just as obvious are his political opponents desire to prevent that. It's a fine line that Presidents have to walk. Getting things done but not disappointing the people that elected him. If this was Trump's second term or he wasn't running in 2020 things would probably be different.

And he probably should have taken it but again the disapproval from his base would have been quite severe. The other side of the argument is that Dems are now against a position on border security that they were in favor of just a few years ago. Politics.
