No kidding, on one of his last European tours Frank met Václav Havel and they became friends. Havel basically named Frank as a go between for Czech and US trade deals.
I'm NOT kidding, this really happened. 
Frank was good for his word and tried to promote Czech imports to the US. The state dept. went ape and basically said, "No, no, no.. Anyone but him!"

Yes I believe James Baker was secstate then. Apparently during congressional hearings on censorship Frank was talking smack about Baker's wife. LOL
