Exactly, and no right-minded commander of anyone's navy would have sent any submarine into Kii Suido, much less Osaka Bay. In fact, US subs were told to stay away from them. Too heavily guarded. Not an "historical" mission. You might call it a "Hollywood Mission"... The thing to do is go to your favorite hunting ground, and find about 10,000 ton of shipping to sink, then go home. You won't be "penalized" in the game for not completing a mission. You just won't earn the renown points, which probably isn't more than 350 points anyway. A Biyo Maru is worth 180 each, 5425 tons. Sink to medium freighters, and you get the renown of 360 and the 10850 tons, and you might get a medal even!... If you are good at spotting a convoy, and not getting caught by them seeing you, and can "lock" on a target with a couple other merchants in sight, you can call in a Contact Report, and get assigned a temporary mission objective, that usually has some renown associated with it, along with the renown from the ships sunk...
