If you mean in terms of the detonator pistols, I'd say so...just tried to torpedo a lone C3 cargo last night in the English Channel, and I was about ready to start cursing...fired 3 type IIs at the sucker (850 meters) and all three of them were duds.
I think I'm going to have a chat with the ordinance department when I get back to Kiel...
