You should be able to accept the Balao after March of 1943 without issue in TMO. I'm thinking that it might be useable in TMO as early at January or February. I'm not sure if lurker changed the dates in RSRDC... FotRS had it useable by December of 1942, but that was due to a typo, and with the possibility of not having working equipment. FotRSU had it a little better, but not by much. Now, if you get it early in the soon-to-be-released-next-version (
