It is an especially greek problem, and will always be. If those big ship owners are publicly allowed not to pay taxes, and get all their money out of the country instead, the situation will never change.
That said, the fact that Greece is obviously able to get out of a financial crisis if there is at least
some influence from outside, should shed a light on how abysmal badly this country is managed internally.
