I'd also suggest to get process explorer from a safe site. It is like taskmanager, but shows way more info. And iirc, it also can show you what is accessing what files.
My other suggestion would be to temorarily deactivate antivirus. Though I don't think that's still a thing.

The problem is solved, it seems that the problem of anti-virus software! I'm not sure what's wrong.
