Jim as i understand it it's not theft until the persons are off the premises. I assume there is a lesser charge with intent to steal. Reason i ask is while at work i carry a CCTV shop-alert two way, not just shops are connected pubs as well along with other places like mind.

Around here Tesco is the target the most as i hear that the most on the two way and they only react once the suspects have left the shop. If of course they are lucky to be watching them in the act and have contacted the police to intercept them with CCTV's help.
