you can only award the amount of medals your crew were awarded in the last patrol

If they were awarded 2 Iron Cross it will say 2 next to the pic of the cross on the left hand side

once you have used those 2 you have to wait to earn some more during next patrol

alternatively you can use sh3commander and give your greedy crew medals through that program
