Exactly, the JGSME mod enabler really should be considered "mandatory" if anything for those who are inexperienced in reference to patching SH3.
All you need to run GW properly are (In proper order):
GW 1.0 (Six part download)
GW 1.1 Update
GW 1024 Cfg and Bearing Overlay Hotfix.
The rest of the mods on your list are basically add-ons. I would wait a bit to make sure these are running well before further patching.
