My opinion...

Although it is not a hard and fast rule, I believe that Liberals generally emphasize the need for the government to solve problems. That basically means that they have less of an issue with government interference and regulations to level the playing field for all. They believe that the government should insure equality of outcome for all citizens.

Conservatives on the other hand seem to stress personal responsibility in citizens to make their own way. Conservatives believe that the role of government should be to provide people the freedom necessary to pursue their own goals and generally emphasize empowerment of the individual to solve problems. In other words, smaller, less intrusive governments.
